On May 31, 2023, Randolph County Sheriff’s Office patrol units responded to Robbins Branch Trail Head of the Birkhead Mountains located on Lassiter Mill Rd. at the request of the Sheriff’s Office Disaster Assistance Response Team (DART), who was training in the area.
DART members had encountered hikers who were emitting the odor of marijuana. During a consensual encounter with the two males, a search was conducted locating marijuana as well as a suspected LSD/Acid on Matthew John Declour. He was placed under arrest and transported to the Randolph County Detention Center where the magistrate found probable cause for charges of felony possession of schedule I controlled substance, misdemeanor possession of schedule VI controlled substance up to 1/2 -1 1/2 oz. and misdemeanor possession of drug paraphernalia. He received a $5,000 unsecured bond and a first appearance was set for June 2, 2023, in Randolph County District Court.
