On December 22, 2025, the Randolph County Sheriff’s Office received a report of possible lost or misplaced property. On December 29th, the victim reported a fraudulent charge on the bank card that was part of the property.
Following an investigation by the Criminal Investigations Division, charges were sought against Devin Cole Phipps for three counts of felony identity theft and three counts of misdemeanor financial card fraud. The magistrate found probable cause and issued a warrant for arrest.
On February 26, 2026, Phipps, was located in Guilford County, arrested, and transported to the Guilford County Detention Center, where he was served his warrant and issued a $7,500 secured bond. A court date was set for March 30, 2026, in Randolph County District Court.
