On April 22, 2022, the Randolph County Sheriff’s Office received information of a potentially intoxicated driver in the East Franklinville St. area of Staley and proceeded to investigate. Upon arrival to the Sandy Creek Church Rd. area, the vehicle was observed committing multiple traffic violations. A traffic stop was initiated on Shady Grove Church Rd. but the vehicle failed to heed lights and siren and a pursuit ensued during which the vehicle suffered a mechanical failure. The driver, identified as Jesse Wayne Hawks, and a passenger fled on foot. A K9 unit responded, tracked and located the passenger, Troy Franklin Seay. Seay had active orders for his arrest for Failing to Appear in court. Deputies remained on scene attempting to locate Hawks but were unsuccessful. An inventory of the vehicle resulted in drug paraphernalia and an open container of alcohol being located. Seay was transported to the Randolph County Detention Center where the magistrate found probable cause for Misdemeanor Resisting Public Officer and issued a written promise to appear on that matter. Seay was also served with his two Orders for Arrest for Failure to Appear and issued a $2,000 secured bond with a first appearance set for April 25, 2022, in Randolph County District Court.
On April 23, 2022, a magistrate found probable cause to issue warrants for the arrest of Jesse Wayne Hawks for Felony Flee to Elude Arrest with a Motor Vehicle, Misdemeanor Resisting Public Officer, Misdemeanor Possession of Drug Paraphernalia, Misdemeanor Possession Open Container Alcoholic Beverage, Reckless Driving to Endanger, Driving While License Revoked- Not Impaired, Failure to Stop at a Stop Sign, and Driving Left of Center.
On April 26, 2022, Jesse Wayne Hawks was located by the Randolph County Sheriff's Office. He was transported to the Randolph County Detention Center where he was served the warrants from the April 22nd incident and additional outstanding processes. He was issued a $20,000 secured bond with a first appearance set for April 27, 2022, in Randolph County District Court.
