On October 16, 2023, the Randolph County Sheriff’s Office Sex Offender Registry Detective was notified that Kirby Lee Kennedy, a registered sex offender from Guilford County, had moved to Randolph County. A registered sex offender must notify the agency of registration of any change of address within three business days, as required by law. Adkins failed to update his address and had not registered with Randolph County Sheriff's Office. Charges were sought against Kennedy for felony fail to register sex offender and the magistrate found probable cause to issue the warrant for arrest.
On October 17, 2023, Kennedy was located in Guilford County, arrested, and transported to the Guilford County Detention Center where he was served the warrant. He was issued a $20,000 secured bond and a first appearance was set for December 4, 2023, in Randolph County District Court.
