On October 13, 2025, the Randolph County Sheriff’s Office responded to a call for service regarding the theft of a vehicle that had already occurred in the Lambeth Mill Rd. (Siler City address) area of Randolph County.
During an investigation by the Criminal Interdiction Team - Urban Unit, charges were sought against Kelsey Lynne Collins for felony obtain property by false pretense and felony identity theft, and the magistrate found probable cause to issue the warrant.
On October 22, 2025, Collins was located, arrested, and transported to the Randolph County Detention Center by the Criminal Interdiction Team - Urban Unit, where she was served with her warrant. The magistrate issued her a $20,000 unsecured bond, and a first appearance was set for October 23, 2025, in Randolph County District Court.
Dustin Ryan Stout, who had an outstanding order for arrest, was also located at the same location. He was arrested and transported to the Randolph County Detention Center, where he was served the outstanding process, and the magistrate issued a $10,000 secured bond.
After further investigation, charges were sought against Dustin Ryan Stout in the October 13th reported incident for felony larceny of a motor vehicle, felony obtain property by false pretense, and felony possession of a stolen motor vehicle. While he was still confined, Stout was served with this warrant. He was issued an additional $15,000 secured bond, and a first appearance was set for October 27, 2025, in Randolph County District Court.
