On January 31, 2023, the Randolph County Sheriff’s Office responded to Hoover Hill Rd., Trinity, in reference to an unconscious person. Upon arrival, the deputy was directed to the unconscious male, later identified as Edward Noah Skipper. During a quick safety search to make the scene safe for Fire and EMS personnel, a concealed handgun was located and rendered safe. He does not possess a concealed gun permit and was not supposed to have a firearm in the business. While being evaluated by Fire and EMS, Skipper awoke and refused further treatment by EMS. During a subsequent search, methamphetamine was located. Due to his state, a family member was called to give him a ride and he was urged to seek medical treatment. Charges were sought for felony possession of methamphetamine and misdemeanor carrying a concealed gun to be served at a later time. The magistrate found probable cause and issued the warrant.
On April 24, 2024, Skipper was located during a traffic stop. During the search to arrest, he was found to be heroin and drug paraphernalia. He was transported to the Randolph County Detention Center where he was served his outstanding warrant and the magistrate found probable cause for felony possession of heroin and misdemeanor possession of drug paraphernalia. He was issued a $4,000 total secured bond and a first appearance was set for April 25, 2024, in Randolph County District Court.
